James E. Holloway
James Holloway is the Deputy District Director for the U.S. Small Business Administration’s Colorado District Office. As the Deputy District Director, he is responsible for the functional operations within the Colorado District Office that primarily includes economic development, lending resources, business opportunity operations and employees, as well as a variety of administrative and by-law requirements. Additionally, he supervises district staff and assists the District Direction in overseeing the delivery of SBA programs and services throughout Colorado’s 64 counties. Mr. Holloway was selected for the position in November 2019.
Prior to his current position, as the deputy district director he was the Director of the Acquisition Division for the SBA tasked with directing operational contracting, procurement analyst functions and assisting in policy formation for the acquisition function within the agency. Mr. Holloway has served in several acquisition positions including as a Contracting Officer involving construction, IT services, non-personal and profession service acquisitions. He has also served in various procurement analyst positions involving procurement systems administration, policy formation, contract review, and internal process quality control in acquisition functions. He has served in these positions with the SBA, Department of Veterans Affairs, Forest Service, Corps of Engineers, and the US Army Contracting Command.
